Yolanda Trout-Manuel began her first term on the Auburn City Council in January 2014. She currently represents Auburn as Vice Chair of the Sound Cities Association (SCA) Domestic Violence Initiative Regional Task Force, SCA Children and Youth Advisory Board, National League of Cities (NLC) Hispanic Elected Officials (HELO), and the National Association of Latino Elected and Appointed Officials (NALEO). Yolanda Trout-Manuel also serves on the Auburn Prevention Coalition for the Auburn School District.
She served on Governor Lock's Grassroots Early Learning Commission from 1999-2001 and the Washington State Department of Transportation Safety Committee from 1994-2006. She was on Auburn's Planning Commission from 2010-2013, and served on the Auburn Noon Lions Club where she held the position of King Lion from 2015-2016.
In 2015, she received an Outstanding Award from the local Domestic Violence Task Force for her DVI involvement. She was also honored with the Outstanding Citizen Activist Award for Excellence in Traffic Safety from the Washington Traffic Safety Commissioners as a results of her work improving safety on Washington's Highway 12 after her brother was tragically killed by a drunk driver in eastern Washington. She is the recipient of a Special Achievement Award from the Multiple District Lions Club for her speech on humanity and the President's Award from the Auburn Noon Lions. She and her husband, Ron, are member of the Auburn Sons of Italy Lodge #1955.
She was born in Corpus Christi, Texas, and is one of 18 children. Her parents were migrant farm workers and eventually settled in the Walla Walla area when she was three. She is a graduate of Walla Walla High School and Walla Walla Community College with a degree in early learning. She owned and operated a bi-lingual childcare for 13 years. She and her husband raised two sons in the Walla Walla, Puyallup, and Federal Way areas.
She became widowed after 38 years of marriage and moved to the Auburn area with her fiancé and immediately fell in love with Auburn. She and her now-husband, Ronald Manuel, have four grown children, 11 grandchildren, and two great-grandchildren.
